Rick Frank

Colonel (Ret.) Rick Frank is Senior Director for Uniformed Recruiting at EAB, where he helps U.S. military organizations and federal and state government partners solve complex recruiting and marketing challenges. A 25-year Army veteran with more than a decade of recruiting experience spanning enlisted, officer, medical, and specialty recruiting, Rick brings a practitioner’s perspective to EAB partners. He combines firsthand recruiting leadership with experience helping shape and implement change at the national level.
Rick works with leaders throughout the recruiting enterprise helping partners assess what is working, identify gaps, apply proven and emerging best practices, and build strategies that can be effectively executed in the field.
His experience allows him to bridge recruiting operations and marketing strategy. Whether the challenge is reaching new audiences, improving prospect engagement, strengthening recruiter effectiveness, aligning local, state, regional, and national efforts, or evaluating how other large recruiting organizations are addressing similar challenges, Rick helps partners turn insight into practical action.
Rick’s experience extends beyond the U.S. recruiting enterprise. During his Army career, he worked with several of the United States’ international military recruiting partners, sharing recruiting insights and best practices and gaining perspective on how other military organizations approach common recruiting challenges. Combined with his work across U.S. military Services and federal and state government organizations, that experience helps him connect lessons and best practices across organizations while recognizing that each partner’s mission, culture, and recruiting environment requires a tailored approach.
Rick holds a master’s degree from the U.S. Naval War College and a master’s degree from Liberty University. While not at work Rick enjoys being active outdoors, traveling as much as he can, and watching his kids compete in sports.
