Ben Keffer
Captain, USCG (Ret.), Branch Practice Lead, Uniformed Services
Ben Keffer serves as Branch Practice Lead for EAB's Uniformed Services, where he helps military and uniformed services partners strengthen recruiting strategy, improve accession performance, and navigate the operational challenges of building a ready workforce. Drawing on more than two decades of Coast Guard leadership and firsthand experience directing national recruiting and accessions organizations, Ben works with partners to connect market intelligence, audience strategy, operational execution, and performance measurement to support recruiting priorities.
Before joining EAB, Ben served 24 years in the U.S. Coast Guard, retiring as a Captain in 2026. In his final assignment, he led the Coast Guard's recruiting and accessions enterprise, including service as Commanding Officer of Coast Guard’s Recruiting Command and its Accessions Service Center. During his tenure, the Coast Guard returned to meeting recruiting goals after a multiyear shortfall while expanding its recruiting footprint, workforce, and talent acquisition approaches. His Coast Guard career also included operational command and senior headquarters assignments.
At EAB, Ben brings a senior service leader's perspective to partners facing a rapidly changing recruiting environment. He focuses on translating lessons from military recruiting transformation into practical strategies that help Uniformed Services partners expand awareness, reach priority audiences, modernize recruiting operations, strengthen recruiter effectiveness, and build sustainable talent pipelines. Ben's work connects senior-level strategic planning with the realities of execution, helping leaders move from recruiting objectives to measurable results.
Ben holds a Master of Science in Accounting and an MBA from Boston College, as well as an MBA from the Massachusetts Institute of Technology. Outside of work, Ben enjoys spending time with family and friends and staying connected to the people and communities that shaped his Coast Guard career.
