For many leaders in professional and adult education, the 36+ million Americans with some college and no degree who are not currently enrolled represent attractive potential and a frustrating missed opportunity. The alignment between serving this population and institutional mission is exciting (as are the tuition dollars at stake) but few institutions have designed programs that resonate with the market. Part of this is due to the barriers hidden beneath the top-line numbers: the realistic market is smaller than expected, the pandemic-recession made this audience less like to enroll, and it’s a highly concentrated market. But we can also attribute under-performing enrollments to program design, and a failure to recognize the differentiation in adult degree completers based on the number of credits remaining – an applicant with 45 credits is looking for a different program than one with 108, but program design and marketing typically fails to reflect this.
