Strengthening Student Success Through Dual Enrollment: Research, Policy, and Practice

Dual enrollment offers students an early start on their college journey and serves as a powerful driver of college readiness, student success, and social and economic mobility. Yet many institutions face challenges in translating expanded access into sustained outcomes, often due to gaps in coordination, visibility, and student support.
This session brings together Moon Shot for Social & Economic Mobility research and partner practices to explore how institutions can strengthen dual enrollment strategy across policy, practice, and technology. We will examine key barriers, including uneven access for students in the “”murky middle,”” underutilization of support resources, and breakdowns across the dual enrollment lifecycle from entry through postsecondary transition.
Through partner examples, from Starfish and Navigate360, participants will learn how institutions are operationalizing high-impact practices to:
- Increase visibility into dual enrollment populations and outcomes
- Proactively identify and support students in need
- Automate communication and outreach to drive engagement
- Create more seamless transitions into degree-seeking enrollment
Participants will leave with a clear, actionable framework for aligning dual enrollment strategy with technology and institutional priorities to expand access, improve engagement, and drive long-term student success.
