How One District Turned a Statewide Instructional Vision into Daily Classroom Practice

Louisa County School District's partnership with EAB's District Leadership Forum

Louisa County School District is a public district in Virginia serving K-12 students. The district’s instructional vision is built around Virgina’s “Five C’s:” Communication, Collaboration, Creativity, Critical Thinking, and Citizenship.

    Opportunity

District leaders wanted to initiate and manage change more effectively as they translated Virginia’s education principles into the classroom.

Louisa County School District leadership was seeking a structured approach to implement Virginia’s Five C’s consistently across schools. Teachers and school leaders were looking for practical tools, shared expectations, and aligned planning to move from high-level goals to day-to-day instructional practice.

    Solution

EAB partnered with district leaders in designing actionable plans and classroom-ready tools to operationalize the Five C’s

Louisa County assembled a team of teachers, principals, and central office leaders to guide implementation planning. Facilitated sessions with EAB helped teams identify what was working, anticipate challenges through structured exercises like pre-mortems, and define clear next steps. EAB also provided research-backed frameworks and examples from other districts, helping leaders validate their approach and accelerate decision-making.

    Impact

State-level instructional priorities are now consistently reflected in classroom practice across the district

Implementation of the Five C’s were scaled across Louisa County Public Schools with greater consistency as a result of this work. Teachers are now using rubrics with lesson planning tools aligned to the Five C’s, while students use self-reflection tools to identify how they apply these skills in their learning. Classrooms now visibly reinforce the initiative with posters and shared language helping students and staff consistently reference the Five C’s. Leaders report that students can articulate the skills and how they use them, signaling a shift from abstract concepts to embedded institutional practice.

EAB’s expertise and resources gave us exactly what we needed to successfully scale implementation of the Five C’s across our entire division.
