This report examines how university systems structure online education to balance scale, institutional autonomy, and student access. Through profiles of five university systems, this report explores a range of governance models, including centralized, decentralized, hybrid, and shared services approaches. This report also considers how systems allocate responsibility for online programs, distribute enrollment, and navigate tradeoffs associated with different organizational structures.
