It is important to design appropriate performance indicators that cascade institutional strategy to level-appropriate goals and metrics. The performance indicators should be aligned, specific, measurable, actionable, and time-bound.

We identified the five metrics that most institutions track and then the related challenges in translating to units. One example is student-faculty ratio, and the challenge translating to units is that its gameable. Departments can cap enrollment to maintain ratio.
